X9 PKI

What is X9 PKI?

DigiCert X9 PKI is a dedicated public key infrastructure designed to provide interoperability and flexibility for non-web browsers. It was developed in collaboration with the finance standards body, ASC X9, and operates independently of the CA/B Forum and browser root programs.

What is X9 PKI?

Client Authentication Certificates

The Chrome Root Store recently announced that it will no longer trust public TLS certificates containing the client authentication extended key usage (EKU), impacting organizations relying on these certificates for host-to-host communications like mutual TLS (mTLS), APIs and other non-browser use cases.

X9 PKI for TLS is a ready solution for organizations impacted by this change. X9 PKI delivers high assurance certificates with the convenience of a common root of trust.

Prepare for the DTCC requirements for mTLS

In response to changes in the Chrome Root Store program, DTCC will require X9 PKI certificates for securing connections to IBM MQ, Connect:Direct (previously known as Network Data Mover), and FTPS. Organizations using these DTCC services must install and use X9 PKI for TLS certificates in UAT by November 30, 2026, and in production by December 31, 2026.

X9 PKI Frequently Asked Questions

What is the X9 PKI, and why is it important?
The DigiCert X9 PKI is a dedicated public key infrastructure designed to provide interoperability and flexibility for non-web browser applications, such as API gateways. Since the X9 PKI uses a common root of trust, it can, for example, ensure seamless trust between banks and ATM networks, or suppliers and manufacturers, while reducing the risk of unnecessary disruptions. It was built to meet the needs of the financial services industry, but it is available to all industries.
For what applications was the X9 PKI intended?

The X9 PKI is intended for non-browser TLS authentication scenarios. The main use case at the outset is mutual TLS (mTLS) among financial institutions and between them and their partners and customers. It is these applications that typically require the client authentication function that Google recently announced it will distrust soon.

Other applications beyond financial services can benefit from using the X9 PKI rather than Web PKI certificates. The intention is to expand the offering based on customer needs.

What are the key benefits of using the X9 PKI?

The X9 PKI offers a standards-based infrastructure designed to meet the rigorous security and interoperability needs of regulated industries. Here are four key benefits:

  • Independence from Browser-Controlled Trust Models
  • Interoperability Across Ecosystems
  • Support for Classical and Post-Quantum Cryptography (PQC)
  • Scalability with Cross-Certification Capabilities
  • Ability to tailor certificate management to the requirements of policy and regulatory compliance
When should I use X9 PKI certificates instead of an internal PKI?
If your application has no need for communications outside of your networks, an internal PKI (private CA) may be the best solution. Even such applications often require public trust, as in the case of an API gateway accessible to partners.
Are user certificates one of the use cases of the X9 PKI?
Yes, they are. For more information and descriptions of other possible use cases, we encourage you to download the X9 PKI Use Case Document from the ASC X9 website.
