Good service some employees need a bit of tech coaching

Called 5 times. The last two employees understood my scenario ( domain ssl certificate needed to federate a DC with Azure AD ) and helped me go through the process. P.S. Turns out you dont have to provide passport data and phone bill. In my case i put my phone number in the index.html file of my IIS server running in my domain. That was good enough proof.
